Due to inadequate security of their postal services, and high rates of credit card fraud in some overseas nations as listed below, we can only ship to the following nations if the buyer pays by cash methods in advance (Bank Wire, Western Union), and assumes all risk in the case of non-delivery, theft, or shipping damages. We would in advance give the buyer a choice of available shipping options, including those with insurance and internet tracking, but in all cases they must assume full responsibility in case of problems. The buyer accepts that, with the exception of optional shipping insurance, there would be no refunds or replacments possible.

Also for a few additional nations, we may limit what can be purchased via credit card or PayPal, and require cash methods in some cases, at our discretion. We also are prohibited from shipping some of our electronic meters to nations with a history of supporting Islamic terrorism. We also reserve the right to add new nations to this list, in the event we have overlooked something, or in the case of changing world events.
